Use WP Control or a Similar Plugin #
If revisions are not publishing at the scheduled time, try the WP Crontrol plugin or a similar tool. If it indicates that the wp-cron event did not execute, a hosting configuration change may be needed.
Check Your Site's Time Zone #
The other common source of scheduled publishing problems is an incorrect time zone. Check to see if your site has a mismatch between the timezone on your server and the timezone inside the WordPress admin area.
Disable Any Cache Plugins or Options #
Caching plugins may impact the scheduling revisions. Try disabling any caching systems on your site and then testing the scheduling of revisions.
